Anyone recently joined VISA inc on H1b Transfer receipt for a staff test engineer position. How are the approval odds ? need some ppl from VISA inc to contribute here :-)
It's purely going to be based on job description and your credentials. Other folks Visa approval odds are not going to define yours. Just stay calm. It will go thru
Visas immigration department is nothing but shit. They don’t even care for OPT people applying for H1Bs, let alone the transfers. I am pretty sure they will keep you hanging if things go south. Take something in written regarding your relocation.

California service center - not so good. If Nebraska / Vermont then join on receipt. Very high chance it will be approved

It depends on workload of USCIS. If you are in California jurisdiction ( Seattle, Bay Area, Arizona) you fall under California service center. For all else it is either NSC or VSC.
