Ex-bar raiser here. This is rare. Either that person was was severely low balled at Microsoft, or the hiring team was desperate, where they went out of their way to get this person in by giving the candidate an easy loop. I can count incidents on my fingers where such a level up has happened over the course of my 500 odd interviews at Amazon. In 99% of the cases, you get low balled before coming in irrespective of the job family.

That would be a big jump for an SDM. L65 EMs at MSFT often come in at L6. More power to you if you can do it.

Don’t forget that Microsoft levels are localised, whereas Amazon are global. A 64 in the field isn’t a 64 in Corp, but theoretically it should be for AWS (7-7)
That’s definitely a level up for Engg. L6 would be the closest match. I have seen folks jump levels with job change albeit a little rare for Amazon. What is more important is whether on joining you can live up to the demands of the new level given that you lack that experience.
