Go for software job in finance. It will benefit you as you already have domain knowledge.
Which such companies have lower hiring bar?
Small start up companies, Wall Street. Read that you have PhD. Try government projects, they have preference for PhD degree holders.
Why are you paid so little for a quant job? It sounds like a good thing you were laid off. You need to be making more working for a hedge fund as a tech job. Unless you didn't include a bonus which is guaranteed to be at minimum 100k.
To my knowledge and reading of other experiences some of these smaller quant firms have a lower salaries but insane bonuses which can easily triple+ your base salary. Basically the startup version of "we'll pay you in mostly stock"
