Yes you can move back to H1B if you chose to move to H4. But get transitioning to H4 might take 6 months and if you find something before that you’ll have to first withdrew that petition and file for H1. This way you will not incur any unlawful presence. Id wait for 60 days and then apply for H4 just incase you can avoid the petition altogether.

H4-EADs are taking 1-3 months now a days. My wife got in under two months. AFAIK California center is too slow to process EADs, rest of them are pretty quick.
