Both PM are overhead roles that won't be much more stable. Have you considered getting into HR?
TA is HR….
TA is definitely not HR. It maybe consider under the same umbrella however as someone that’s been in HR as a generalist and a Director. I did little to no TA/recruiting. HR has so many areas to focus on payroll, benefits, etc. I think that’s what they were getting at with the comment. Try a more generalized HR or a different HR specialty.
Four years and four employers? I don’t know if it’s a matter of perpetual dissatisfaction or what but I would recommend you stay put for a bit and really figure out what you want to do and why you continually move employers.
What does the role of a Program Manager entail exactly? Serious question as I am in a similar boat as OP

My best advice would be go into program management for an internal people ops team to help build process and ops for a startup. With your TA background, it’d be a nice hybrid role with lots of autonomy to be creative and build. Your background in the companies you’ve worked for could provide a lot of leverage in landing your next role.

I was going to suggest something just like this! Also to piggyback on OP, if you can stomach it, being the first recruiter for a start up and being head of talent and recruiting for a while and getting to build the team from the ground up and map out all processes and what not is a fast track to head or director of TA. Lot of work though
People always need good recruiters. If stability is the only reason to look, then you should consider staying at one employer for a while. You've moved quite a bit in 4 years. If you're just tired of recruiting then that's another story.
Clearly this person doesn’t get that recruiters have been impacted the last few years and is not always a choice whether to stay or get laid off. Even if a top performer!

To what end?
Get into PM then pivot into product at Amazon. You will have to network a lot but it’s totally doable. Also take advantage of Amazons Global mentoring program - you can find mentors there to help you navigate everything.

4+ jobs in 4 years is totally normal in the recruiting world.. especially with contract recruiting and layoffs
I wouldn’t say it’s ‘normal’. Especially the last 4 yrs. With the exception of the onset of Covid, companies were holding onto even mediocre performers.

Not much of a tip and I agree but TA are always the first to go during difficult times so just looking to pivot. Happy to do additional education but I’m actually looking for advice
PMs are the same. Not any safer and there’s more competition for fewer roles
