Im sure everyone has heard stories of comapnies laying people off, only to rehire cheaper, new employees, or sometimes even the same employees for less pay. Hotel industry is horrible. The workers could use any help they can get.
New employees always more expensive, you need to train them, and probably waste months or years of salaries to get them ready, plus the chance they would move to other companies before you can profit from this move
