He's implying that companies should layoff only the non-diversity hires and keep the diversity hires safe, in order to ensure overall diversity. As the non-diversity employee population reduces, the company will be closer to it's goal of having a higher no. of diversity hires as a percentage of total workforce. Do you agree?

My personal opinion is that diversity improvements take place at the grassroots level: educating and encouraging young kids, girls, historically less privileged groups to seek out opportunities in tech. I'm on the fence about diversity initiatives at the hiring level, because no one is actually going to push for those changes without having these people in place to advocate for the aforementioned groups within the corporate ladder. However when it comes to layoffs, that's a skip step too far for me to support. The company is already running cost-cutting measures to keep head above waves. If not to preserve the most critical (talented?) squad of people, then when? Merit-based survivorship matters more than ever.
The grass roots changes you're talking about are the only real solution to the problem. And I'm sure you are well aware that they are complicated to implement and the solutions would arrive long after any politicians term is up, so they can't be used to hustle for votes. Slogans and cash giveaways are far better for vote harvesting. And besides, societal changes involve a lot of so called Third Rail issues that no politician would ever touch.

I agree that increasing diverse hires is generally good, but what is the actual percentage goal? Are we trying to match a percentage of certain groups in the U.S. population or other countries? I doubt the exact percentage of group X whatever X is wants or has the passion and skills to work as say a software engineer. I think most people in the world would find it quite boring. I know my spouse finds it boring.
