Low Ball when switching out from Big 4?

Recently had a few interview outside of big 4 with other banks and consulting groups, similar role. I do feel that they tend to match with a lower title. M-> SA, or SA to A. Is this common? Or how can one get a matching title or even higher? Or is it goes without saying they will downgrade you when move from big 4 to banks.
