Ukraine (and Belarus before the recent political shitshow) are pretty decent when it comes to talent. I would say it’s on par with EU if not better, but definitely cheaper and with political risks
I think this office is primarily created to relocate employees from Minsk. Due to political instability a lot of tech companies are relocating from Belarus

We've opened eng offices in Kiev and Mexico City recently. It's a bit of cost cutting but these markets are actually pretty good labor wise since it's not saturated with a ton of other tech cos like India. Mexico also has the added benefit of similar time zone.
