Lyft opening an office in Ukraine?

I came across this article that says Lyft will hire 80 software engineers in Ukraine: https://dou.ua/forums/topic/33628/?from=fpnews Lyft people: is this true? Does this mean geographic expansion, or more on the lines of cutting costs?

Ukraine (and Belarus before the recent political shitshow) are pretty decent when it comes to talent. I would say it’s on par with EU if not better, but definitely cheaper and with political risks

I think this office is primarily created to relocate employees from Minsk. Due to political instability a lot of tech companies are relocating from Belarus

We've opened eng offices in Kiev and Mexico City recently. It's a bit of cost cutting but these markets are actually pretty good labor wise since it's not saturated with a ton of other tech cos like India. Mexico also has the added benefit of similar time zone.
