Would the L-1 be spared from the layoff or sent back to India? Or economical to keep them at Seattle and axe expensive TC folks?
Nope. L-1 will be the first to get laid.
Why so? These are the cheapest resources on same timezone?
Get laid != laid off
Anything can happen in a layoff. Visa isn't considered.
There's no discrimination based on Visa, Performance etc. RiFs don't take that in consideration
So it will be more random than about performance?
Yes
Most layoffs are on a team basis, not overall. So people are put in pools and from there , a criteria is made(performance evals, potential, pips, etc). They will have a directive from execs/finance on what the total headcount reduction needs to be and where/who will encompass that. So non priority or non-revenue generating is usually the first to go. Visa is a after thought and the company has no legal reason to consider that. Maybe morally, but again it's a numbers game
Which org/ division will be impacted, any clue?
Yes, even if the L1 was issued for a non Indian citizen, he will be sent to Bangalore…
I don't think they'll care about that. If they will need one out, visa won't matter for them.
