Well it's true that they shouldn't say budget cuts is the reason. But then they should really say the real reasons... 😉
They need to first stop fake projects and reward people who are honest, hard working and get things done(get services to prod/GA , make revenue making products). Trimming budgets is not effective way of saving. They should identify fat and remove it

Microsoft will probably have a bad culture for at least 3 years because of the freezes. Mass exodus once people get vested, one year to full attrition, another full year to ramp up to have convincing scope and growth to attract talent
