My manager once said I’m the only employee ever to not raise my hand to take on extra duties. Recently he told me all the employees who joined after me are performing better than me. Is it ok for a manager to speak to an employee like this ? I feel very demotivated. I feel like I’m being told all of these to imply I’m not good enough for what I’m being paid. It just stings very badly. How do I respond to this ?

By looking for a new team or position I suppose. Your manager lowkey sounds like an asshole. He shouldn't be telling you that "everyone is performing better than you", but more like "you need to improve" type of shit.
A better way would be to tell you exactly what you need to work on, instead of making you compete with your colleagues (even though that’s what exactly is happening). Saying things like this kills the morale and I’d suggest you to just move on to a different team.
What does extra duties mean? Are you performing as per the level you were hired?
