@microsoft. Manager said they need to wait for budget for promo. Is this true or are promo budgets readily available at Microsoft? How do I know if my manager is giving me the runaround?
I guess I'm curious why you think your manager would say that if it wasn't the truth?

That's BS, stalling tactics, unless you are > lvl 66 budget is never a constraint - his manager probably told him not happening this cycle due to blah blah reasons.

Sure yep. But I think that is a confirming signal at least (no raises => fewer promos seems fairly logical). I'd give your manager more benefit of the doubt in current environment. If it was like 3 years ago then I'd definitely call bs, in this case maybe, maybe not
