Your leverage if you don't have a counter-offer is functionally Not Taking the Job I'd ask if they'd be willing to give an additional grant up front to get their offer to replace your existing unvested stock.
But again, if that doesn't have teeth it doesn't have teeth. If you have other interviews in progress, those can be leverage. The other option is start date. Asking for an additional 5-10% in RSU or signing to start "tomorrow", or the same to cancel your other interviews might have value.

Yup I checked levels, though unsure if they reflect new offers (or existing comps averaged)
Compensation is lower compared to previous offers. If you have a counter offer you can ask them to match it. If not then use references from your current job growth. I think room for negotiation always exists at this level.
