They are literally using tools that Apple provides. There is no dodging. Apple needs to get investigated for anti-trust monopolistic behavior though because they block tracking for everyone else except their own stuff. You can't block their apps! Their own apps bypass VPN too. And they are now getting into the ad space. Please FTC do your fucking job and sue Apple. We couldn't even buy some stupid ass gif company yet Adobe can buy Figma??
