It literally says in the article - "She said Meta was not planning layoffs as part of the changes." Cutting a few projects does not mean people working on the projects are fired.
yes it does. if your project/area/team/etc. is cut you are usually given 2 months to find an internal transfer or you will receive severance. Some instances will result in a re-organization, but not always especially if other teams don't need the headcount or specialization.

I assume by cutback the article is referring to projects being cancelled or delayed.
Reading comprehension is hard. Although there is a direct quote in the article specifically mentioning “no layoff”, people still read that as “there WILL BE layoff”. This is more worrying.
