Yeah almost in the majority of the cases referral doesn't mean anything at MSFT. I am speaking from experience shared from multiple people who I have spoken to. The thing is MSFT has got a central pipeline internal to each BUs/Orgs where the resumes are uploaded by HRs and hiring managers as and when the job reqs opens go dive into it and selects the resumes they want to pursue. If you get a call from HR, it already means the hiring manager has selected your profile for the loop. The difficulty is to first get your profile into that central pipeline. Referral doesn't guarantee this at all.
