Microsoft hiring 'process' (or not)

I gave a pretty kick ass phone interview for a university grad PM role, got results within couple days and was asked details to rate which orgs I like etc to match for onsite interviews. No emails for about 3 weeks so I drop a quick email to engage the recruiter, and they said they can't interview anymore because their (him/her) recruiting season is coming to a close. Am I alone/how shitty is this?/what happened to all the proclaimed capacity plannings and process management and policies? Do they not respect candidates time before they realize "oh it's my vacation time I'm closing all active applicants"?

The recruiting process in general is awful. It's even more awful at Microsoft. And it's even worse when you're looking to land a role which requires almost no experience.

Its year end so their budget for this year might have reached the limit. More positions will open in 2020 with the new budget for every team

I do come with experience a couple years experience at Oracle though and I'm doing my Masters. What's ridiculously absurd is the amount of everyone's time consumed and all this only because they had to close a season. Hiring talent, growth mindset, build on others blah blah blah all those also take quite a bit of vacation I guess. Not what I expected from Microsoft

Recruiters are generally terrible, Microsoft notably (based on me+my friends experience). Stuff like 1 recruiter saying recruiting is done, all positions are full, yet other people are flying out. I plan on leaving soon, but Epic's recruiters are the only ones that I have seen that always give a response and move really quickly. Legit Epic was the only company I applied to that had a good recruitment process(though their proctored OA was kinda bizzare).
