I've been told the primary motivation is related to taxes and income rules.
I have always heard that its used as a too to either retain people or convince them to leave. They keep base low, so when they don't want you anymore you just start getting zero rsu's at review time. You get the message real quick when you aren't getting paid anywhere close to market rates.
Does anyone know what Oracle BMC IC3 or IC4 level is at Amazon. if they give SDE2, can they compete with Oracle 300k total comp?
