Looking at paysa and payscale my TC is 10% lower than their estimates. 1) how respected are those estimates? 2) how should if at all should I bring this up my boss during mid year review process?
There might be company defined caps on raises. You might not get what you ask, so be prepared to leave. A moderate raise is something you can talk about.
Is there anyway to find this out before hand other than taking to my boss?
In California, HR is supposed to tell you if you ask.

Paysa estimates are pretty conservative. Tell your boss that an x amount of raise is what you think is fair market assessment based on your performance, skills and experience.
Should I ask for higher as that in an average employee?
Getting more than a 10% raise outside of a promotion is unheard of almost everywhere. People generally have to switch companies or get promoted for > 10%.
