Auto/Industrial emissions , climate changes and countries

Why is there such an emphasis on US and Europe to reduce emissions , while both China and India get a free pass ? I have been to both China and India and there’s not a day where the air quality is good. Why can’t we force those 3rd world countries to fix first ? They seem to be the real culprits, just based on their city’s air quality

Because historical co2 emissions matter and the us has emitted double the co2 of China and Europe .. that's still in the atmosphere and is more significant than current co2 emissions the United States has emitted more CO2 than any other country to date: at around 400 billion tonnes since 1751, it is responsible for 25% of historical emissions; this is twice more than China – the world’s second largest national contributor;

Because a lot of the emissions is from the industrial output export to US and other wealthy nations, so it will be just like taxing US and other wealthy nations.
