I asked my friend at Qualcomm. My friend said your friend needs to talk to his manager and have his manager sends an email to the compliance team. Compliance will review this with Legal and gets inputs from your manager on what type of work you do and if there's any conflict of interest. My friend said it is better to be forth coming and transparent when it comes to this type of stuff at Qualcomm. Because if you don't and they find out, you could be investigated and terminated. He said it had happened to some of his former colleagues who held second jobs or doing freelance works. Qualcomm takes IP and their compliance very seriously.
