Base and rsu are very low. Base for Cali can be ~200K and rsu should be 50K an year.
Recruiter said max base for l63 was in the ballpark of low 180k

Yes, but I was planning to relocate to LA. Rent is way overpriced for a city lost in the middle of nowhere 😂 With a family and remote job, it’s a chill place to live in and people are nice! A lot of new houses a popping all round town. I am moving bc I enjoy traveling, hence my need to be closer to LAX

After interviewing you, they didn't feel like you are at the top of the senior range --> you got a lvl63 offer. Level is NOT decided by HR but mainly by interviewers, who has no clue about what compensations you will get and doesn't give a shit about it anyway. Hiring manager might uplevel you, but if you got a level63 offer, you definitely wasn't as convincing for the interviewers as you think you were.
From my research, Microsoft allows you to demand additional leveling interviews assuming you aced every interview. So not sure if OP enforced leveling or is qualified
You can demand whatever you want, but you are not entitled to anything. If he "aced" the interviews he would get the higher level anyway. I am interviewing a lot, interviewers generally don't want to make you feel bad about your performance, but that doesn't mean they don't see red flags or problems without stating it to you.
Better than 0 tc - take it but keep interviewing. L63 internally is handed out like candies

It really depends on the career and team, in my org we haven’t had many senior promotions recently (either in band or to band), maybe 20 this year, in a massive org. My guess is that we will see an exodus once (if) things get better. Maybe they are counting on that.
Obscenely bad offer from MSFT in my opinion. Your negotiation probably probably has some weaknesses based on the situation. Did you not do well in interviews? But yes, collecting the money while continuing job search is the obvious play. Ideally with MSFT negotiation you want multiple offers and you mentioned no others... Probably need to keep looking Edit: offer is just OK if you are LCOL remote. Don't know if that applies either

Bonus numbers are wrong. You’re assuming you’ll get 30% however avg is 12-18%. I would assume it to be 15% which will cut down the TC further.
