Is it possible to enroll into two HSA and FSA accounts, one through each husband's and wife's employer? Say husband has kids on his insurance whereas wife has individual insurance through the employer?
You can enroll in separate accounts, but the total tax advantage applies at the family level still. It can be split however you like.

No, the HSA and FSA limits are for the family. You can split the limits though, but cannot exceed.
