My friend was let go based on mutual agreement. Does it mean he can apply same company after 1 year?
Better question is why would he want to?
Your friend was fired
I think the term is “managed out”
Your friend mutually agreed that they care more about pride than severance.
He can always apply, but it is almost certainly heading right for the round file.
The right term is "mutual separation". Answer to your question is a strict NO
Sounds like a case of “you can’t fire me, I quit!”
Sorry if “my friend” is you. Best of luck in the future
I had a ‘Mutual agreement’ at PayPal. Given $$$$, told future job there is impossible. That said, that message must not have made it through all their HR systems, as a PayPal recruiter asked if I’d come in for an interview! Kinda wanted to accept, just to see what’d happen.

What do you think is wrong with a kid who got rejected by 9 colleges?
Probably not. Mutual agreement usually means “let’s agree we don’t want to work together anymore “
What about in future
