The recruiter has been unresponsive. I had offers from Google and another company. Google was low balling like 40% below other offer so I took the other company. Other company is about to begin layoffs so I contacted G recruiter. I'd rather NOT do interviews all over. To my knowledge you can get an offer again if it's been less than a year. It's been 8 months. So I reached out to the recruiter and she just said I'd try again in middle of the next year. I was under impression there are no roles. However when I look around people are getting offers and there are perfectly good roles that fit me. What is HC decision, Is it still valid, does it even matter now? Should I wait because there are no roles, Should i wait because you think there lot of layoffs about to happen, why are people getting in even now, are you not in a hiring freeze..... after intial conversation recruiter hasn't responded.. holidays? it's been 20 days.
Within one year is taking about team matching, not for regret of rejection.

Google's recruiting process is insanely slow. If you need a job in less than nine months, have a backup plan.

You speak of a "rule" about interviews being valid for a year. This is something you can negotiate. If it has been 18 months, you can say: "I am interested in this role. I interviewed at google 18 months ago, and passed. Re-interviewing would be a significant investment of time, and I am busy at my current job. I don't want to re-interview unless I am interviewing for a higher level." If you say that, they will probably not ask you to reinterview.
