Yes... It makes sense in terms of timing. If the company wants to offer severance through the end of 2023 or "through the holidays" and doesn't want to break the news via WARN, then the second half of October is when the layoffs occur.

Layoffs have been constant since Q2 2022, it's just most of them were not the big brand names. Layoffs will continue until interest rates start falling which is unlikely to happen in the near future with oil prices rising.
