No, thats just Microsoft. Their whole compensation model is based on getting you in and then screwing over with slow promos, fake levels, and tiny merit increases. Usually merit increases at msft were around 1.5-2% a year. Last year they were extra generous. Now they are trying to claw it back. I expect other big tech to lower their salary bumps this year, but not to 0.

You got lucky indeed, on a good year I would get 2,5% and that was maximum.
What is really happening are mass layoffs to make room for rehiring at lower pay. Looks good on the financial statements.
I think it's just mass layoffs with no rehiring, at least in Support. I expect support roles to drop by 50% in the next few years because of all these AI tools coming out
They will hire again someday.

This is just sad. I work at a relatively mid size company and everyone got 115% of their fixed bonus + salary increase

There is always a lead. Twitter set the ball rolling with mass layoffs. Given the challenging macro, people should expect this. That’s just the nature of business cycles. It’s still preferable to even steeper layoffs.
