Just got an offer at mid-size company in SF. Recruiter talked about how the first offer will be their best offer because they believe in transparency/openness/etc -- not sure if scare tactic or not?
You counter with - my offer is the lowest I can go because I believe in transparency/openness/etc

See the offer, but this is generally a take it or leave it and reminds me of the car dealers that post cars with their “bottom dollar price” from the beginning.
