Both locations will be boring if you are an urban person (nightlife, concerts, clubs...). Both are paradise if you are into the outdoors (climbing (on real rocks), backpacking, landscape photography..) Both companies aren't going anywhere at least for the next decade or so. Either place aim to sharpen your skills and keep yourself marketable elsewhere. It will be very easy to get trapped where you'll only be employable by Micron or Intel within a few years. Beware.

Be wary of getting sucked too far down into custom tools/ environments so you lose sight of the principles underlying the tech. Try to push above the abstraction, so that you retain some capability to do the work with standard tools, if not first principles, and you can always take that knowledge with you wherever you want. Deep expertise in custom Intel or Micron specific skills will not amount to much anywhere elsewhere. Keep abreast of job postings and keep interviewing.. never lose track of what everyone else is doing. read the job descriptions for tools/ environments/ job scopes to ensure you aren't become an outlier.

Be careful which org/team you join at intel, there are rolling layoffs but i guess you'll be fine maybe because they're not offering more tc. Did you negotiate with anyone since you have 2 offers?

Why is the intel offer so vague? Not a sinking ship, just not growing at the pace it should. Still more market than AMD , that’s not going away unless the cloud and PCs go away

Intel New Mexico is super chill place with nearly not much to do. I used to work there and can easily finish my work doing 10hours/week But it being manufacturing site, any role is more like working repeatable technician than engineering flavor

It depends on the specifics of what you're doing but I would choose micron since boise is the r&d center and there are more opportunities to move around, gain different skills or opportunities. New Mexico is indeed the manufacturing site of Intel and is considered lesser than Oregon or Arizona. You will likely be doing technician work as an engineer.
