How much $ do all these scam agencies make on social media?

Basically I see hundreds of these agencies / firms that all promise financial gain but obviously are all lying. If you go their websites they always have disclaimers that say that there are no guaranteed results, if you go to trustpilot and other sites you can see they are posting fake reviews of themselves, the real reviews are always saying they are scammers. They buy articles on forbes and other places gassing themselves up, hire fake testimonials off fiverr and other places, rent lamborghinis and mansions and other stuff. I even called and set up appointments with a lot of them (downloaded all their contracts and stuff), they start the call off by trying to establish that there will be no restitution in the event you make no money, or they rent some office for a day and talk about how they have a facility but the workers are on lunch or something. They also use all the buzzwords like saying they are using machine learning to figure out which products to sell or make trades (roflmao) and that they spent years and millions of dollars developing custom software (which is obviously a lie). I've spent many hours reporting many of these scams, and I get the notifications that the ads violate terms of service and have been reviewed and removed, so that's good, but there seems to be an infinite amount of them. Their formula is always: sign up for a FREE webinar or buy this book / guide which in 100% of cases are just ads / sales pitches for you to buy their service or product which is a scam (and usually costs like 10k-50k). I think in the world today there are more scam companies than legit companies. Is it really legal to take someone's money and give nothing in return and claim they never guaranteed profits so its fine? How much would you estimate they are spending on ads (10k a month, 100k a month, 50k a month?).
