110k is too low for Pleasanton.
Again, depends on the field. In sciences 110k is pretty competitive for a PhD, especially bio and chem.
TC 110k is too low for a PhD regardless of the field especially in that area. But I guess it depends on the work. Biotech is a growing field and many of the high valued startups are focused on that. Tell him to negotiate or find other opportunities.
What about for a PhD in global studies?

Depends on the field. For CS, ripped. For biotech, that's pretty competitive for a new hire. Salary is easily livable, but not great. Many people in the bay with tech backgrounds will be making as much or much more even without degrees.
