Can big IB like Jpmc, Goldman Sachs, Morgan Stanley offshore their entire Technology department and move all of their swe jobs overseas to cheaper places like India? Even though they already established major dev centers in India, they still have some job postings looking for people in the U.S. Those firms are already used to working with offshore swe, why not just exclusively hire people there to cut down on cost. Why do they need to expand in Dallas instead of just Hyderabad? India is still much cheaper than any state in the US
