Your application of H1 technically has nothing to do with your OPT. So technically you can apply. However you can’t work once your OPT expires. Also F1 is subject to maintaining status so if you don’t have the OPT or required course load you are out of status. Your best bet is this company is willing to make you work outside US and bring you in US on H1 in October (subject to you getting through lottery). My other suggestion talk to your school career / international students department and they might know of more options related to F1. Standard caveat talk to immigration lawyer.

OP - In case you don’t know you apply H1 in April and know the result before end of month, you H1 only starts from October 1. That’s for everyone
Look for the US employer who has office in nearby countries like Canada, Mexico. Move to that country and once your H1-B gets picked, move back to USA. This will turn out to be the smart move for you.

No. You can't. You are out of status. You can apply for H1b visa while you are in your home country but you can't get change of status while you are in the US.
