Hahahahaha hahahahaha! Abuse! If you want to see who is really abusing the system, you should go to the USCIS website and download the data of companywise visa applications and allotment. If you remove 3 companies from there: Cognizant, infy and TCS (all body shopping companies with questionable tech talent) in that order apply for and get most of the H1bs. It’s that huge, that if you remove these 3 companies from the lottery, we won’t need a lottery. And I am not exaggerating. You can download and do the math yourself. Poor American tech companies on an average take about 6k visas every year.

Indians are hiring Indians....it's true....
I think the main reason would be a lot of citizens wouldn't want to work for Oracle. I have never met anyone who would perceive it as a prestigious company. They were an innovative company back in the day..sad how times change.
