Oracle h1b transfer

How are the rejections at oracle for h1b transfers and extensions? My friend will be transferring to oracle from cognizant for dev role ic3. Ms in comp science in USA Yoe 4.5y TC is 150k double from current TC at cognizant. What are the chances of him being approved?
