Does Oracle have a distributed SQL database offering like this? Didn’t find any specifics as such online

Check out Oracle Sharding. Geo-replicated databases come with very high performance latency if you want to keep distributed “shards” strongly consistent, hence, those are niche use-cases. What you really want is scaling of a cluster with many machines in separate failure domains for availability. Oracle has Real Application Clusters which runs big customer workloads (think NYSE, Wells Fargo, CBP) at scale. There are also massive internal efforts going on to provide next-gen scalable architectures.
