Oracle,PL SQL, DBA- Looking for some advice for career change

Hello Folks I completed my BTech in Computer Science. I learnt Java, C++ in college but never actually used them in job/projects. Just passed the exams by cramming. Got into TCS and started as PL SQL developer. After 2 years, started working as an Oracle DBA and now from last 2 years again working as PL SQL developer. With a total experience of 9 yrs earning just 130K as TC I don't like my job for a while now. I am bored of PL SQL development. But I don't have confidence that I can code anything else as I think coding does not come naturally to me. Maybe because I haven't actually studied algorithms, system design, practiced questions. I think almost every time that I can learn to code/new technology.. but as I start there are a lot of things to learn ( Algo, system design, any language, cloud- AWS/GCP) and I get overwhelmed and have never been able to start a particular course. Deciding to move to Program/Project management now since this seems to be the only option now as I am not liking my pl SQL coding job. Not sure if I should still give myself a chance as a software developer and start all over again.

I am managing projects in my current organization as well as doing PL SQL development. Applying to Technical Program Manager positions but getting rejections.
