Declare it. If the business has no conflict of interest, HR will have no issue as long as you put up required hours as per the contract. Spending office hours on your side business will never be taken likely by any organisation.

Most likely it wouldn't be an issue at all. If it is a registered business and your name is officially added to as a member of directors etc ... declare it for the company code of conduct and ethics policy sake.
