PMM bonus and salary

A friend is applying for a PMM role at FB from Uber. She has 10 years work experience (including 2 in marketing) and MBA. While negotiating her package, the recruiter told her FB had stop giving bonuses and that she is being brought in at a level 4 bc the whole team is high performers. I had a very different experience when I joined including signing bonus and being brought in at a 5 for a similar role. Has anyone recently gone through this in PMM org?
