Considering lock in period is about to end for their investors, their stock will be impacted if the investors choose to sell some equities for profits. In which scenario, they would have to freeze their hiring for bit more time. I’d suggest interviewing at other places And lookout for opportunities at Uber in future. This is my perspective.
Happened to me for Google and LinkedIn. Cleared Hiring Committee for both but can’t do team matching because there is a hiring freeze and there is no guarantee as to when the positions will open up again. It sucks but I am taking another offer.
What's the deal with hiring freezes at so many tech companies? I thought these companies are supposed to be growing and the economy is supposed to be strong....
Some people speculate that this is because this is the time where new grads join and also, the interns return.

Too much unknown, don't wait
Move on. Not worth joining even without freeze. Stock is falling. No signs of profits. It's just a company waiting to implode.
Why would you want to wait for something that is unknown?
I didn't know it was unknown and I'm also not too familiar with how long these type of things usually happen. I have a few other opportunities on the table and wanted to make an informed decision before just totally ignoring Uber.
Disheartening to say this, but don't wait. Check back in a year. Things are very chaotic inside.
