I recently joined PayPal, can someone tell me of what the performance bonus and stock refresher structure looks like for PayPal?

Bonus is a percentage of your annual base salary and that percentage depends on your level, rsu refresher depends on your perf and your manager budget and who he/she needs to make happy

The bonus is pretty small and inconsequential. What you want to strive for is the refresher/key talent awards (KTA). I forgot what they’re called exactly but it’s a separate page on your annual performance letter and you can get $120K-160K in stock (over 3 years) depending on level. Those can stack up nicely.
