How did your wife get offer from PayPal US ? Did she do Masters ?
Really depends on the org. There aren’t any sweets steps to follow to get this done
In Amazon it's pretty simple . It would be tough in Paypal.

I have been an ex Amazon employee. Currently working in paypal fro laat one year . From my experience I can say in paypa it's very tough . In Amazon it's just like chaging teams for sde2 level.

Why? Lateral movement is not that rampant in PayPal? There must be openings all over the teams all the time I assume?
I think it’s going to start getting tougher, and as has been pointed out here it was never turnkey / easy to begin with. Mgmt has been talking about “location strategy” which is code word for hire in less expensive places like India vs US. Plus all the immigration overhead / restrictions if the current admin gets re-elected

In PayPal, it’s very difficult. International transfer happens in PayPal but are very rare. The person needs to be in PayPal for around 5-6 years and then management thinks to facilitate this. In comparison to Amazon, it’s 1:100 ratio. Hope that answers. Care to share the break up of TC?
Paypal Banglore offer will not gaurentee you an international transfer to Paypal US unless it is business critical. The hiring for international transfer are limited at the moment due to the present scenario.
If your wife happens to join a team which has a part-presence in US then it's very much doable. I know many from consumer org who have moved.
