You can moonlight, if what you do outside MS doesn’t affect your day job, is not in a field that directly competes with any Microsoft product, use your own equipment and make sure ms code and your code are not on the same device at any time, and that your contributions outside doesn’t affect Microsoft as a corporate entity (eg. participating in something in the gray area)! Beyond that you can go knock yourself out. If MS can prove anything above isn’t met, they have the resources and will to own all IP you create.
