Contractor ,most IT folks who work with them are new comers from India who are ok with taking garbage pays. If you have an ounce of respect for your working and skills don't bother going with them.
I enjoyed using TekSystems when I helped build a mobile app Dev team quickly. We used them for temp-to-perm, of which I hired 2 full time. We also had them place some people as contractors. Keep in mind they may get you in the door to meet people that makes your next job a great one.
