I heard that mangers should identify 10% of their team to put in pip every year. It doesn’t make any sense. But multiple people told me. Is this true?

There is. Amazon. 10% are ranked least effective and put in dev plan. On average, 60% of those leave, either on their own or being fired.
Pathetic but true. It is why many people find a new team right before the next year. Better to screw the manager rather than get screwed.
