Assuming you’re an intern at PayPal now, leverage the Google offer for higher comp and stick around at PayPal for a better story on your resume and competitive starting comp/highest growth potential assuming you want to go down the SWE path.
What kind of technical consultant ? It's a bucket for wildly different roles depending on PA.
Having software engineer on your resume is way better than any consultant, especially at the beginning of your career, and even if you end up consulting. A consultant who used to be an engineer gets more cred.
