Canada and many countries use this ‘merit’ based system to streamline immigration. The question is how will backlogged countries like India, China, Philippines, Mexico get impacted. If it makes it easier to immigrate and not wait 50 years to get a green-card, then it is a net positive. Also Canada and other developed countries do not restrict family immigration. So one at the cost of another is probably regressive.

Having a family network in the US is strongly correlated with successful integration. Lots of immigrants with jobs but no family connections on the other hand fail to integrate.
