If it is our war, congress should declare the war, specify the enemy, and plan on how to conclude it. The war on terror, WMD, false reasons to kill millions. We usually see only the US causalities like other innocent lives don't count. With your example, you stated an example used to end the war, when this is the exact opposite. The fact that we are pulling out our troops except for taking the oil, shows that it can be over for us, and our involvement in guarding the oil is the only thing continuing the war in Syria for the US.

Why sit back? When is the last president that has not been actively involved in war in the middle east? It is presidents of both parties, with congresses controlled by either party over time.
