"Beautiful" is definitely cringey and not appropriate. More generally, a good rule of thumb is compliments about specific mutable traits (e.g. haircut, outfit) are okay if not done excessively. Compliments about general appearance are pretty iffy (e.g. "you look nice today"), and compliments about immutable traits (e.g. arms, smile) are a strong no

Only comment on someone’s appearance if you have or want the same thing for yourself. For example “oh I really like your Toms. I have a couple pairs myself.” Or like another person said above regarding mutable traits “I like your new haircut.” DONt comment on body - I don’t go up to my coworker and say “your arms look jacked today”
You got it correct. To be safe, add a disclaimer but it’s not necessary.
Most people like a complement on a new haircut, a sweet tshirt or sweater, fun shoes or new glasses. You're not trying to flirt with your coworkers, you're just being friendly and you're fine.
